Kęstutis Lumbis has more than 10 years of experience in spectrum management,  spectrum engineering and international frequency coordination from working in the regulatory authority of Lithuania.

From 1998, he was regularly involved in latest technologies, in spectrum engineering and participated in several Regional Radiocommunication Conferences where he took an active part in developing procedures and criteria for international frequency coordination, as well as many bilateral and multilateral international frequency coordination meetings. From 2004 to 2010, he was head of Radio & TV broadcasting division and was responsible for all regulatory activities, network planning as well as the nationwide switchover planning from analogue to digital TV.

Kęstutis joined PROGIRA® in 2010 where his vast experience in the the field of spectrum management allowed improvements in PROGIRA’s solutions and products. He holds a Master degree in telecommunication physics and electronics in 1999 from the Vilnius University.
